Detailed Job Description
An intermediate professional with a general understanding of the Resource Management model and how it fits in the Consulting business. Performs standard duties and tasks largely independently, supporting both the Delivery RA and third-party subcontractor and vendor onboarding processes. Responsible for presenting external resources (offshore, nearshore, and contractors) to fit project demand and budget. Partners with Delivery RA to maximize revenue opportunities and increase customer satisfaction. With some assistance and guidance - uses knowledge of Oracle Consulting procedures and methodology and leading staffing practices to solve moderately complex problems.

Experience required:
- Previous experience with subcontractor, vendor management and onboarding
- Experience with the following Oracle Applications: Accounts Payable, iProcurement/Procurement Cloud, Project Accounting/Project Financial Management & Q
- Attention to detail is critical
- Ability to collect, organize, and display data in spreadsheet format. Follow-through skills necessary to get information from internal and third parties and have data errors/omissions corrected
- Strong English- written and verbal communication skills a must to interact with management, RA and Suppliers
- 2+ years of relevant work experience
- Ability to work in unstructured environment and handle multiple competing priorities
- Diplomacy, capability to handle sensitive financial information and ability to conduct business with highest levels of ethics and personal integrity
- Ability to respond to internal/external customer needs in expedited fashion, commitment to follow through, diligent and customer service oriented
- MS Office product experience (Word, PowerPoint, Excel, Visio) required

Responsibilities may include, but are not limited to,
- Identification of available subcontractor resources
- Initiating and negotiating Service Provider Agreements (SPA) & Statements of Work (SOW). Create Purchase Orders (POs), request HCM records and subcontractor emails, review Work in Progress (WIP) reports for PCR time entries and initiate receiving on POs
- Complete Consulting Loan Agreements (CLAs) for new assignments and extensions to the resources RA or Manager in a timely manner
- Must have general understanding of product/service line skills of assigned practice
- Responsible for Project Resource Management (PJR) application data integrity related to assigned requirements (i.e. start dates, staffing owner, skills details, status, candidate feedback) and consultant schedules
- Contribute to overall practice reports on weekly metrics related to consultant schedules, requirements status, and consultant nomination status
- Support resourcing reporting

Partners with Consulting management to maximize revenue opportunities, achieve the highest utilization, and increase customer satisfaction. Responsible for the collection, management, and communication of detailed resource specifications for assigned practice. Partner with management to identify resources to present for open specifications. Escalate urgent requests on priority staffing calls. Submit Consulting Loan Agreements for new assignments and extensions. Confirm assignment end dates. Partner with managers to understand assigned consultants skill levels and experience. Actively monitor the selection/acceptance process for assigned resources. Update system with resource selection decision and supporting reason. Maintain data integrity. Contribute to overall practice reports and support ad hoc resourcing reporting.

Duties and tasks are standard with some variation. Completes own role largely independently within defined policies and procedures. Attention to detail. General understanding of the tools available to be able to provide statistical trend data. Two years of resource management or related experience. Undergraduate degree or equivalent experience needed.
